what do you mean by Urban Arcana? modern era right. If thats the case then it probably dousent have too mutch magic or the world has been around a real long time. How do the peaple view magic? is magic commen or not? is magic or technoligy more in control of the world?
a book that might help is darwins world. its more of a post apocaliptic seting but it will give some ideas for your setting.

Urban Arcana is kinda like the forgotten realms for the D20 modern system.
There are other races like bug bears and ogres and ***** like that, but normal people would view them as a big burly police officer(bug bear) or a muscular and violent hockey player(ogre). But as PC's they start to see little things out of the corner of there eye (like a clawed hand on a kobold that looks like a really short biker thug.)
If you dont have the D20 modern core rule book, then Urban Arcana is useless. I own both books and have Dme'd two complete compaigns....if you need advice on what to do I can tell you some of the stuff I did.

I read through the already compiled adventures that are in both books, and then took ideas from each one...I created my own city with districts, and created some cool stuff for the PC's to run into...like an acient silver dragon that took human form and gave out free icecream to the local children....that was funny. Down to a vampire that did the same thing, but would follow them home and turn the entire family. I was just creative. Think of some stuff that would happen now a days, like a hostage situation in a big corporate building, when the terrorists are actually lets say...mummy's...or maybe a bunch of people taken over by puppeteers or maybe some bugbears......

Or something more plot intensive that wouldn't be an issue in the FR setting, like say corporate embezzlement or somesuch... whereas in FR the trial would probably consist of "gimme back my gold and die!"
-Rooting out corruption in a law enforcement type situation (think Chicago)
-A hostiel takeover... when the other company is run by, say, a balor mobster
-Something difficult, like getting a job that pays!

A doppelganger kills and copies the mayor (president, senator, ect.)...
An ambassador is actually an assassin...
A mind flayer lives in the sewer's and feeds on people's nightmares...
Just some random senario ideas that could be created in modern times.

How about an alien invasion? Use different abberations for aliens. Or perhaps a more subtle one, where the aliens are dopplegangers. Perhaps your PC's are regular joes, but find a special pair of sunglasses that allows them to see through the dopplegangers' disguise?
