I, about a year ago, decided to mnake my own map-based PnP RPG. And...it finished. I have no rules for gameplay written yet, but all the inventory stuff, stats, and everything you need to play if you know the rules is done. I have yet to make into a .zip so i can send it off to people and stuff, but if your interested, reply!
PS. Yes I have all the copyrights and patents etc. so dont even THINK of ripping me off. If you want me to send it to you, I will require you to state that it is for personal gameplay use only. All that measn is when/if you ask for it, just say "Yes, i agree to only use it for personal use" or something of that nature. Just covering my ass:D
